Comprehensive Plan

Fitchburg's Comprehensive Plan was adopted March 24, 2009.

The Comprehensive Plan contains data and background information on the numerous resources and services of the community, including land use, economic development, natural, cultural and agricultural resources, housing, public facilities, utilities and transportation. The plan also identifies the goals, objectives and policies that will help determine the city’s use of resources and guide decisions for future development and preservation in the City of Fitchburg.

You can download the complete document. A printed copy of the Fitchburg Comprehensive Plan is available between the hours of 7:30 a.m. to 4:30 p.m. for review at:

(annual amendment process)

The Comprehensive Plan provides a process for amending the plan.  Amendments will be processed no more frequently than one time per year.  The Planning Department, Mayor or three members of the Common Council are the only ones that may recommend modifications to be considered as an amendment to the plan under the collective process.  Amendments are generally defined as minor changes to the maps or text of the Comprehensive Plan.
2018 Amendments:
On November 27, 2018 the Common Council adopted the 2018 amendments to the City of Fitchburg Comprehensive Plan.

On September 11, 2018, the Common Council held a public hearing and took action on Ordinance 2018-O-23.The Council action on Ordinance 2018-O-23 was not consistent with the Plan Commission action on PCR-02-18 with regard to Section 1 part d of the Ordinance relating to the northern portion of Lot 1 CSM 8023 (Stoner Prairie). Consistent with State Statute, in order to modify the comprehensive plan, 1) the Plan Commission must recommend an amendment by adopting a resolution and 2) the Council must approved the recommended amendment by adopting an ordinance (Wisconsin Statute 66.1001(4)). The Council, on September 11, 2018, directed staff to split the amendments into four separate Plan Commission Resolutions & Ordinances, as amended by the Council, for consideration by the Plan Commission.
